An ionic liquid 16 is scattered in a carrier medium at a temperature of a melting point or higher of the ionic liquid 16 to prepare a first emulsion. Next, a setting object of the ionic liquid 16 is obtained as particles from the first emulsion, and further first involving materials 18 are formed on a surface of the particles. Similarly, after a second emulsion is prepared from an ionic liquid 20, a setting object of the ionic liquid 20 is obtained as particles from the first emulsion, and further second involving materials 22 are formed on the surface of the particles. A first polymer of the first involving materials 18 interacts with a second polymer of the second involving materials 22.
