This system comprises an ID information data base 15 for storing a delivery applicant's face image data D1 and its personal information D2, a communication channel 7 connected to the base 15 for transmitting the data D1 and the information D2, a plurality of ID card forming systems PD1 to PDn connected to the channel 7 for forming the cards based on the requester' s information D2, and a controller 21. The controller 21 compares the information D2 read from the base 15 with the information D2 from the system PDi to collate the former with the latter and outputs an issuing allowance to the card forming system based on the compared and collated results.
