Paste of a desired ratio of water/powder and grain materials is manufactured by applying a process of drawing powder and grain materials in a hopper 4 from a powder and grain material introduction opening 4a by the back pressure of high flow rate flowing in a power tube 3 and a process of making the drawn powder and grain materials impact on the inner side of a cyclone on the end of the power tube 3 and agitating and mixing the powder and grain materials with water in the processes. The surface roughness of the inner face of the power tube 3 and at least an inner face section in the vicinity of the powder and grain material introduction opening 4a out of the inner face sections of a flowing line of the powder and grain materials formed from the hopper 4 all through to the inside of the power tube 3 is set as 0.1 μm or less.
