A polyethylene foam material of bar-like SQUARE type is stuck on one side flat surface center part of a tape-shaped sticking type road surface covering sheet so that its cut end in cross section is formed in a T-shape. When a polyethylene foam section is inserted into a joint hole for use, it inevitably retains the cable and, at the same time, a tape-shaped sticking type road surface covering sheet section is stuck on a paved surface. Accordingly, the sheet is pressingly stuck on the road surface for use.
