CONSTITUTION: An expanding material filled space 10 is cylindrically formed in a sleeve 9, and the expanding material filled space 10 is provided with a bundle-like tension material 3 composed of a plurality of linear members 3a so as to insert the fixing part 3b of the tension material 3 into the space. The fixing part 3b of the tension material 3 is formed so that the linear members 3a are adhesively integrated through a resin adhesive JS, and expanding material BZ is provided in the expanding material filled space 10 so as to fill between the sleeve 9 and the fixing part 3b of the tension material 3.
