PURPOSE: To easily execute initial registration in a short period without executing a keyboard operation at the time of registering the knowledge by collecting the relation of cause and effect of the knowledge of an expert to a definition document with an expert system preparing person and reading this to an image scanner.

CONSTITUTION: The title device is provided with an image information reading means 9 to read the document to describe the relation of cause and effect of the knowledge of an expert, an image information recognizing means 10 to recognize the read image information and a logical arithmetic means 11 to obtain the relation of cause and effect of the recognized image information and convert it to prescribed code information. Further, a registering means 12 to convert the converted code information to the format of an expert system construction tool which becomes the object and register it to a knowledge base is provided. Thus, when the relation of cause and effect of the knowledge of the expert are collected to the document, this is registered as image information regardless of the presence and absence of the experience of the programming and without inputting from an enormous information key and the knowledge base can be easily constituted.
