CONSTITUTION: A stage separating side elevating unit 4 for elevating a pallet 15, where materials 16 to be picked are stacked, and a loading side elevating unit 5 for elevating a pallet 17, where the loading for each layer unit is performed, and a picking/loading unit 6 for picking a material 16 to be picked for each layer unit from the pallet 15 of the stage separating side elevating unit 4 and for loading it on the pallet 17 of the loading side elevating unit 5 are provided.
