PROBLEM TO BE SOLVED: To perform an optimization operation of a layout without limiting the number of equipments to be laid out and to minimize the human intervention by preparing an exchange means which exchanges the block layouts on a map, a means which selects the exchange by which the connection length of an exchanged block layout is smaller than the connection length that is set before the exchange under a prescribed condition, etc.
SOLUTION: A layout change algorithm is used for the exchange performed between a block and another. A plant site is divided in a lattice form and the unit cells with a fixed area are produced, and a block including plural unit cells such as the block areas d1 and d2, etc., is formed in response to the size of each equipment. Then the blocks are exchanged with each other with free changes of their places and directions as long as the the position/ direction fixing condition of the equipment is not violated and the blocks have the shame shape and in consideration of the block directions. The blocks which are exchanged with each other in their layout are selected by a random selection method and with the random numbers produced at a plant layout calculation part.
