To provide a layout appropriate confirmation device for detecting circuit configurations in which wiring congestion is likely to occur so that any failure in wiring arrangement can be preliminarily extracted.

This layout appropriate configuration device is provided with a logical stage/cell number investigating part 2 for inputting a network list 1, and for obtaining a relation between the number of cells existing on a path from all input ports to all output ports and a logical stage by using connection information between configuration sections described in the network list and a circuit configuration investigating part 7 for determining the circuit configuration and wiring congestion of the network list 1 from the relation between the number of cells and logical stage obtained by the logical stage/cell number investigating part 2 based on a circuit configuration determination parameter 8 for regulating a typical relation between configuration sections in circuit configurations where wiring congestion occurs, and for outputting the determination result as layout appropriate confirmation information.
