PROBLEM TO BE SOLVED: To provide a light emitting device that is able to uniformly and highly densely disperse fluorescence substance of small-particle diameter to a place in the vicinity of a surface to which light is radiated from a light emitting element.SOLUTION: A light emitting device 10 comprises each LED chip 12, and emission light converting layers 20 covering the surface and sides of each LED chip 12. The emission light converting layer 20 are formed by mixing binder particles with a light-transmissive synthetic resin material, each binder particle being formed by a coagulation of a fluorescence substance and a dispersal binder. The dispersal binder is a material that is light-transmissive and is bound to the fluorescence substance. Primary light, which is excitation light radiated from each LED chip 12, and secondary light resulting from emission light color conversion by exciting part of the primary light by use of the fluorescence substance contained in the emission light conversion layer 20 are mixed to produce mixed light. The mixed light is radiated out of the light emitting device 10 from the emission light color converting layer 20.
