PURPOSE: To provide a light projecting and imaging apparatus which can obtain the image without the effect of externally arriving light even for a moving body.

CONSTITUTION: In an image pickup camera, a stripe 2 and an actuator, which finely moves a CCD element 4 in the up and down directions, are provided. The stripe 2 has a part which transmits light in a horizontal fringe state, and a part which does not transmit the light, alternately directly in front of the surface of the CCD element 4. The stripe 2 is arranged directly in front of the surface of the CCD element 4. At the time of imaging, the up and down movement of the CCD element 4 with the actuator 3 and the projection of the light are synchronized. The CCD 4 is vibrated up and down at the period which is sufficiently faster than the input time of one image, and the image is picked up. After the image is outputted from the image pickup camera, the image data corresponding to the light cutoff part of the stripe are subtracted from the image data corresponding to the transmitting part of the stripe, and the image without the effect of externally arriving light is obtained.
