A lighting device includes: a substrate 20 that has a front surface and an back surface and is formed with a wiring; a luminous device 60 having a luminous element that is connected to the wiring on the front surface side of the substrate 20 and emits light when power is supplied thereto through the wiring; a base 33 that has an inner wall surface 33a and an outer wall surface 33b, has a cylindrical shape in which an opening passing through from one end to the other end is formed by the inner wall surface 33a, is disposed on the front surface side of the substrate 20 such that one end side of the opening is located around the luminous device 60, and is transmissive to the light outputted from the luminous device 60; and a reflective layer 34 that is laminated on the outer wall surface 33b of the base 33 and is reflective to the light outputted from the luminous device 60.
