If a first luminaire 11 is lighted, indirect illumination is applied by making the light reflected by a reflecting surface 4, the reflecting surface is lightened at the same time and direct illumination is also applied downward. Since luminance in a downward direction having a vertical angle of not less than 60 degree is set for a designated value or less by a louver 16, a fluorescent lamp 14 is not reflected in or by a visual image device such as an OA appliance. Illumination is not given to an unnecessary section by illuminating the visual work section of only a person seated by a second luminaire 21, in order to save energy. Since the entire reflecting surface 4 is brightly irradiated by the luminaire 11 for a task even if no person is seated adjacently and the adjacent second luminaire 21 is not lighted, no overall darkness is easily sensed even if illuminance is the same. Since the second luminaire 21 is attached to a ceiling board 20, a layout can be easily changed by changing the ceiling board 20.
