To solve the problem that the high security equal to that of the real time scramble system cannot be secured because a tier cannot be provided by each contents when the tier used in a broadcast system is used although introduction of the VOD adopting the prescramble system to the existing broadcast system is advantageous from the standpoint of the facility cost.
A VOD prescramble system disclosed herein includes: a VOD prescrambler for generating an ECM on the basis of a hash value of content identification information; an access controller receiving viewing and listening request information, for generating the EMM on the basis of the hash value of the content identification information and transmitting the EMM; and a CAS card for discriminating the approval of decoding the scrambled contents on the basis of the hash values of the EMM and the ECM so as to realize the high security with a simple system configuration.
