PURPOSE: To simplify the switching operation by selecting relevant groups based on group information at a fault of a communication line, sending a command to change over lines belonging to the plural groups at a batch and replacing the lines into relevant backup lines.
CONSTITUTION: A network management equipment 102 has information such as connection source and connection destination of communication lines and backup lines or the like and plural sets of group information grouping the lines based on the information in a table. Line changeover devices 105,201,301 monitor states of lines, terminal equipments and a host, detect a fault on the occurrence of the fault to predict a fault location, and sends the fault information to a network management equipment 102 through a public line network to display it onto a screen of the network management equipment. Then a line switching command from a network management center 101 to each line changeover device at a batch in the unit of plural line groups. Thus, the changeover into the backup lines is controlled unifiedly from a remote location and the operation is simplified.
