A line concentrator comprises: a communication monitoring unit 15 which monitors presence of communication performed by respective PCs 2 connected to apparatus connection ports 12, and measures a communication time if the PC 2 performs communication; a power consumption calculation unit 16 which calculates power consumption of each PC 2 on the basis of the communication time acquired by the communication monitoring unit 15 and power consumption information held by a power consumption information holding unit 18, and registers the calculated power consumption in a power consumption data storage unit 19; and a maintenance communication unit 14 which transmits power consumption data to a maintenance PC 20.
