PURPOSE: To easily realize an integrated circuit device of low power consumption by eliminating a potential difference between a common electrode and a segment electrode of a display element and stopping an oscillation of a clock without deteriorating a characteristic of a liquid crystal element.
CONSTITUTION: When a standby signal becomes a VDD level, an output of a NOR circuit 12 for inputting a clock signal always becomes a VSS level, and a frequency dividing circuit does not operate. In this case, the source potential of P channel MOS transistor (TR) 1, 3 becomes VDD-VTN by a fundamental bias effect of an N channel MOSTR 6 of a bidirectional switch circuit 2. This VTN is a threshold of the N channel MOSTR. Output signals of driving circuits 30, 31 become VDD-VTN when the P channel MOSTRs 1, 3 conduct, and VDD-VTN by a substrate bias effect when the N channel MOSTRs 2, 4 conduct. Accordingly, when the standby signal becomes the VDD level, a common electrode signal COUt and a segment electrode signal SOUt output VDD-VTN irrespective of a clock frequency dividing signal LCD and a display data signal D.
