In a control part 13, when a voltage detecting part 18 detects that a voltage inputted to a third power supply part 16 has reached a predetermined threshold while power is supplied to a load, first, the conductivity of an auxiliary opening/closing part 17 is established, and then, when a current detecting part 26 detects that a current flowing through the auxiliary opening/closing part 17 has reached a predetermined threshold, the conductivity of a main opening/closing part 11 is established. When the current flowing through the auxiliary opening/closing part 17 does not reach the predetermined threshold, the conductivity of the auxiliary opening/closing part 17 is continued.
