To enhance smooth engagement by dispensing with a rack and a pinion for tensing a wire rope as a hook part is hooked on a load, prevent strength deterioration of teeth due to a small module, eliminate generation of slide resistance, and form a device compact to save space.
Wire ropes 7 and 8 are pulled from ratchets 5 in an upper and a lower stages, the hook parts 12 and 14 are hooked on a wheelchair, and a handle 15 is operated. As an oscillating claw 28 is engaged with the ratchet 5, the ratchet 5 is rotated to take the wire ropes 7 and 8 by prescribed quantity to securely fix the wheelchair on a floor 4. Engagement between the oscillating claw 28 and the ratchet 5 is smooth, and strength deterioration is prevented. Slide resistance is not generated, take-up efficiency is favorable, and durability is improved. Since the ratchets 5 are stacked in two stages, upper and lower, the whole body of the device can be compact to save space.
