PURPOSE: To confirm the relative location of the characteristic point of two objective pictures to collate the characteristic points of the picture.

CONSTITUTION: First, in the extraction of the characteristic point being preprocessing, an analog picture (registration picture or inspection picture) picked up by an image pickup device 7 of an input device 6 i.s inputted to an A/D converter 2 of an electronic apparatus 1 for digitization, stored in a picture memory 3, processed in a CPU4 to obtain the characteristic point of the picture to be stored in a memory 5. On the other hand, in the collation of each characteristic point, the CPU 4 is divided by more than one circles around each characteristic point selected for the collation object to be obtained from the information on the characteristic point. By information of the surrounding characteristic point in the part area not including the center of the circle, the coincidence with the relative position of one registration picture characteristic point selected for collation object and one inspection picture characteristic point is decided.
