The mounting position of a push button 40 and a lock button 42 on each specific digit differs from the mounting positions of push buttons 40 and lock buttons 42 for digits other than the specific digit. A key plate 16 operated by the push button 40 and lock button 42 is constituted independently of a latch 90 serving as a locking means. The movement of the latch 90 is impeded by a locking projection 28 provided at the key plate 16, by operating the clear lever 76. When pressing all the push buttons 40 for the specific digits, the key plate 16 moves into a position where the locking projection 28 allows the movement of the latch, to obtain an unlocked state.
