When a second plate key 50B having upper and lower surfaces each equipped with one recess 51A is inserted into the keyhole 23 of the rotor 22 located in a neutral position, the recess 51A faces an upper end of a mode pin 28A. When a clockwise turning force acts on the rotor 22, an upper end of the mode pin 28A is moved upward in such a manner as to be fitted into the recess 51A, and a lower end thereof recedes from a groove portion 212; and the rotor 22 is rotated clockwise together with the plate key 50B. Even when a counterclockwise turning force acts on the rotor 22, a mode pin 28B cannot be moved upward by abutting on the plate key 50B, and the rotor 22 cannot be rotated counterclockwise.
