By charging an ID card in a card reader, member data recorded on the card is read and the member data is received by the managing device 2 to output a deposit permission signal or a take-out permission signal to a locking mechanism control part 3. By receiving the deposit permission signal or the take-out permission signal by a locking mechanism control part 3, an unlocking command is outputted to a locking mechanism 4 and a containing part 5 is unlocked to input and output articles.
