PURPOSE: To prevent car-theft by providing a means that converts data obtained by scanning to electric signals, a means that creates character code from the electric signals, a means that releases a door from locking and a means that forms starter circuit for an engine.

CONSTITUTION: When a driving license card 20 is inserted into a scanner 21, character data on the license card 20 are read. Image data read with the scanner 21 are then transmitted to a recognition device 23 and are processed there, and character code is then transmitted to a control device 24. The control device 24 collates the character code and pass-numbers inputted from keyboards 25, 26 with the data previously registered in a memory, and when identification is made, locking of a door-lock 29 is released. Furthermore, the control device 24 forms a starter circuit 30, and when a starter switch 31 is pushed, an engine 12 starts with a starter motor 10 driven.
