PURPOSE: To open and close a door by the light operation by constituting the title device so that an open lever and a sliding member turn around a same axis line and a ratchet is turned, thus eliminating the gouging of a joint part.

CONSTITUTION: An open lever 21 having a piece 24 having a slot hole 25 extending sideways is installed onto a shaft 5 installed over the output shaft 19 of an actuator 17. Then, a direction L-shaped lever 29 having a piece 31 which turns right and left is installed onto the output shaft 19, and the basic part of a sliding member 34 having an engaging pin 36 which moves right and left in the slot hole 25 is axially installed 35 onto one piece 31. When the axial installation 35 part is superposed with the axis 5 of the open lever 21 by shifting the sliding member 34, an unlocked state is generated. Further, the open lever 21 and the sliding member 34 turn around a same axis line, and a ratchet is turned by the engaging pin 36.
