To provide a locking device capable of easily opening a door in emergency and preventing the door from being unlocked by mischief in an anti-panic type lock.

A locking device includes: a lever handle 13 in which a lever shaft 21 vertically projects to be freely rotatable from a door surface 19 and a lever grip part 31 perpendicular to the lever shaft 21 rotates so as to enable a door 23 to be opened; a frame-like regulation member 15 which is inserted from the outside so as to surround a grip tip 35 of the lever grip part 31 and prevents a rotational operation of the lever grip part 31; and a frame member supporting body 17 which has a support shaft 37 in a direction perpendicular to the lever shaft 21 and is fixed to the door 23 so as to freely rotatably support one side part of the frame-like regulation member 15 around the support shaft 37.
