PURPOSE: To obtain the subject composition having high frothing property as well as detergency, etc., giving extremely low irritation to the skin and hair and having high completeness by using a specific anionic surfactant and a specific amphoteric phosphate-type surfactant as active components.

CONSTITUTION: The objective composition contains, as active components, (A) an anionic surfactant of formula I (R1 is 7-17C alkyl or alkenyl; at least one of M1 is alkali metal or alkanolamine and the other is H) and (B) an amphoteric phosphate-type surfactant of formula II (R2 is 10-18C alkyl; M2 is alkali metal). The weight ratio of A:B is (5:1) to (1:20) and the total amount of the surfactants is preferably 10-50wt.% based on the whole composition.
