A low-quality coal drying system 200 includes a low-quality coal drying device 210, an exhaust port 211 of the low-quality coal drying device, a cooler 212, a circulation fan 213, a heating passage 215, a rotation device 300, an exhaust passage L1, and an exhaust passage L2. Furthermore, the rotation device 300 includes a rotary rod, an umbrella, and a flange 303. The rotation device 300 has the rotary rod coupled to the umbrella and the center of the axis of rotation of the umbrella, and as the rotary rod rotates, the umbrella can rotate together.
