To enable a person(s) to escape from a high place at a second floor or above to the ground safely by composing the device such that an escaping person can ride on a loading means from a window and the like, make deliverable an interconnection means while deliverable a position adjustment means, receiving buffering action of a buffering means, and lowering the loading means at a proper speed.

In a winding-up operation pat 20 of a winding-up unit 10 which is normally in non-use condition, a wire 5 is wound up mannually and stopped at a position where an escaping person can ride on a loading platform 6 easily from a window W at a first floor or above. At the time of winding-up, a claw 22 is in its lock position but free from winding-up and the platform 6 is made wide at its base part. In the case of escape at the time of fire and the like, the escaping person rides on the platform 6 from the window W, and unlocks the lock condition of a lock mechanism 23 through operation of an operation body 24. Then, the platform 6 starts to descend at a safety speed and stopped at the position of the unit 10. Under the condition the person gets off and stands on the ground safely.
