To smoothly lower a lowering device and to positively stop lowering by uniform clamping of a spring to a pipe by providing the spring inside the lowering device used to take refuge from a high place, and providing a lever for changing the bore of the spring.
A lever 3 and a grip 6 are arranged at the upper end of a lowering device 1 so as to facilitate the close contact of a person's body to the lowering device 1. A rope 8 is passed inside a plurality of divided pipes 4 to connect the divided pipes 4 in a line, and the lowering device 1 is lowered along these pipes 4. A spring 2 is accommodated in the lowering device 1, and the rope 8 is passed inside this spring 2. A lowering state is adjusted by the clamping degree of the spring 2 to the pipe 4, and the clamping degree is adjusted by the pulled degree of the lever 3. The lowering device 1 lowered into a lowermost position is pulled up into a sevice position by a person upstairs using a lifting rope 7.
