To provide a method of forming a luminous tape and sheet by pattern-printing one surface of a synthetic resin made tape or sheet with ink containing a luminous pigment and a method of forming a sheet.

In an ink printing process A, a prescribed pattern is formed by screen-printing one surface of the synthetic resin-made film constituting a base material layer 3 with the ultraviolet setting type ink containing the luminous pigment. Next in an ultraviolet irradiation process B, the ultraviolet setting type ink is cured by irradiating the synthetic resin-made film pattern-printed with the ultraviolet setting type ink containing the luminous pigment with ultraviolet light using a high pressure mercury lamp 6 or the like. As the printed pattern, a starry sky pattern is preferably applied.
