The apparatus is provided with a joint part which has an inlet of liquid fuel, a screw guide which holds a permanent magnet therein and has multiple spiral waterways, and a casing which holds the screw guide. The screw guide part consists of ceramics prepared by using an ionizable special ore material where a number of elements coexist. A magnetic insulating sheet is disposed between the screw guide and an inner periphery of the cylinder to prevent reduction of the generated magnetic force.
