PURPOSE: To improve the safety of a physically handicapped person at the time of alighting and boarding by changing the operating speed at the time of a lighting and boarding via the input of a speed registration card to a data input device on a variable-speed escalator or a variable-speed moving road.

CONSTITUTION: A reading device 1 of speed registration card data for reading the data of a speed registration card carried by a physically handicapped person is provided at the front position of the landing of an escalator 2. A proximity switch 7 for counting the number of shafts provided for individual footsteps and calculating the boarding completion position, alighting completion position, and high-speed operation return position based on the counted number is fitted to a footstep travel section. When the physically handicapped person arrives at a boarding port and inputs the speed registration card to the reading device 1, a control panel 4 controls a motor 5 to operate the escalator 2 at a low speed read from the speed registration card, shifts it to the high-speed operation after the passing of the boarding completion position, and shifts it to the low- speed operation after the passing of the alighting start position.
