PURPOSE: To obtain the good roundness without deformation at the time of tempering by integrally forming the flange part with the cylindrical part, executing semi-punching to the flange part, and shearing the same part again after tempering.

CONSTITUTION: The flange part 1a is formed integrally with the cylindrical part 1 by drawing work, the flange part 1a of the cylindrical part 1 which is finished with drawing is worked with shearing by the punching amount below the wall thickness W1 of the flange part 1a. After tempering, the same position of the part is worked with shearing again. Therefore, deforming is not generated in the tempering time, the good roundness can be obtained, and the flange part 1a which is hardened with the tempering work can be easily removed.
