To provide the powder strength and fluidity usable for a powdery material by incinerating partially sludge to be treated such as sewage sludge in an incinerator, introducing incineration ash to the outside of the incinerator, spraying the incineration ash into a melting furnace keeping the temperature higher than the melting temperature for the incineration ash to form the ash into the fused spherical shape and then cooling the ash quickly.
Sludge 1 is fed into a circulating fluidized bed furnace 2 and incinerated therein to manufacture incineration ash. The incineration ash containing the content not yet incinerated is introduced to the outside of the furnace, collected by a secondary cyclone 5, transferred to a spray type melting furnace 3 and sprayed on the inside of the furnace. The incineration ash is moved downward, fused during passing through a fused spherical shape forming section 3a and quenched while passing through a cooling section 3b to be formed into the stabilized fused spherical ash and flows outside the furnace following exhaust gas 21. At that time, the content not yet incinerated which is contained in the incineration ash 16 is incinerated in the fused spherical shape forming section 3a, and the temperature of the incineration ash 16 is raised from inside and outside, and the uniform fused spherical ash of good degree of spherical shape with little unevenness in the fused state can be manufactured directly with good yield.
