PURPOSE: To prevent blinding, to maintain good sharpness for a long time, and to perform grinding work at a high efficiency by forming a lot of recesses in a network on the surface of an elastic grinding stone, by cutting out the grinding stone in a fanned shape, and by sealing it entirely except for a radial gap left on a substrate surface.

CONSTITUTION: A mixed liquid of a dissociation fiber, a caking agent, and a grinding grain is wetted, freed of liquid, and dried, so as to manufacture a grinding grain sheet. An organic binder is impregnated into the sheet, and after pressure molding is performed on a flat surface by a mold in which a lot of projections are protruded in a network, this is heated and hardened, so as to obtain an elastic grinding stone 1 in which a lot of recessed grooves 2 are formed in a network on the flat surface. The elastic grinding stone 1 is cut out into a fanned shape, and is sealed entirely except for a radial gap left on a substrate that is supported by a shaft for free rotation, so as to obtain a desired grinding panel for a ceramics green. At the time of grinding work using this grinding panel, a fine generated on the ground surface is temporarily pushed into the recessed groove 2 and is kept in the radial gap, whereby generation of blinding is prevented.
