Grooves 56a each having an articulate meandering cross-sectional shape are formed to one surface 54a of a first substrate 54. Subsequently, a metal oxide film 70 is formed on the one surface 54a of the first substrate 54. Next, when the surface 54a is ground, the metal oxide film 70 remains on the inner wall surfaces of the grooves 56a but removed at parts other than the grooves 56a. When a catalyst dispersion or solution is applied to the surface 54a, a catalyst is adsorbed on the metal oxide films 70 of the grooves 56a prior to the exposed parts of the first substrate 54 to form catalyst layers 59 on the surfaces of the metal oxide films 70. Then, a second substrate 55 is bonded to the one surface 54a of the first substrate 54.
