A plurality of projections are formed on a flat base plate by press forming. The base plate formed with a plurality of the projections is cut in a predetermined shape, for example, in a rectangle, to form an upper plate 2. The upper plate 2 is arranged to face to a capillary member 8 in a direction where the projections project toward the capillary member 8. A frame 4 and a lower plate 6 are arranged in series to be laminated on the upper plate 2. The upper plate 2, the frame 4, and the lower plate 6 are joined so that the capillary member 8 can be arranged in the frame 4. For example, the upper plate 2 and the lower plate 6 are respectively joined to joining surfaces 4b, 4c respectively provided on the surface and the rear surface of the frame 4.
