A protection layer forming process comprises a coating process to coat a coating liquid in which single crystal MgO 342A is dispersed in a solvent and glass powder is added. Thereby, a crystal MgO layer 342 having single crystal MgO 342A and glass frit 342B in which glass powder is melted and solidified can be formed. Thus, the glass frit 342B can be interposed between neighboring single crystal MgO 342A or between single crystal MgO 342A and a thin film MgO layer 341, and bonding force of the single crystal MgO 342A and the thin film MgO layer 341 can be strengthened. Thereby, scattering of single crystal MgO 342A by discharge at the time of use of a PDP can be suppressed and deterioration of discharge probability can be suppressed.
