A half sheared state is formed so that a part 35 to be removed is formed so as to be protruded from a plate material 33 by conducting a half blanking process, a connecting part 36 to a plate material 33 side, which remains at the part 35 to be removed, is cut by pushing back in a subsequent backward process, as a result, a slot hole 14a3 is formed.
