For sea water intake piping laid in a facility using sea water, a high pressure carbon monoxide pouring device is placed near to an intake to pour carbon monoxide into sea water intake. A high pressure oxygen pouring device is placed near to a drain outlet to pour saturated carbon monoxide as drainage into the high pressure oxygen pouring device. This device is capable of preventing the influence on the environment, preventing the adherence of marine living things to the inside of sea water piping as well as the growth of them and preventing the inconvenience to a power plane to greatly contribute to stabilized power supply.
