To prevent processing omission and the double processing, and to give a quick answer to the inquiry from a client, by giving automatically the order numbers to the client data received from the client and managing en bloc these order numbers.

At a processing request data register part 2, an order number is automatically given to each of processing request data inputted via a terminal 12 and registers these order numbers in an input/output management DB 3. An object data extraction part 8 extracts all processing request data that satisfy the extraction instructing condition of an extraction parameter 4 based on these conditions and stores the processing request data on only the contacted requester codes into an extracting object data file 7. An input storage file register part 10 reads the DB 3 based on the processing request data and then reads a client management DB 9 with a relevant requester code used as a key to check the requester information and its validity. If the requester information is correct, the part 10 registers the client data in an input storage file 11.
