PURPOSE: To eliminate the need of sticking a seal and to shorten medium processing time by printing transmitted seal information with a printing means in a medium issuing device.

CONSTITUTION: A bankbook issuing device 4 is connected to plural terminal equipments 3 through a communication channel 5. By looking at a slip for issuing a new bankbook prepared by a customer, an operator inputs the contents of the slip from an input part 9 to the terminal equipment 3. Then, seal characters sealed onto the slip are read by an image sensor 10 and the image data of the read seal characters are stored in a filing device 13. Then, inputted new bankbook information and seal character image data are transmitted to the bankbook issuing device 4. In the bankbook issuing device 4, the bankbook for new issuance is taken out from a hopper part and the transmitted new bankbook information is printed by the printing head of a printer part. Also, the transmitted seal character data are printed on the new bankbook by the printing head of the printer part. Then, the write of other magnetic data or the like is performed and the bankbook is issued.
