PROBLEM TO BE SOLVED: To provide a solid dosage form for sublingual or buccal administration of estrogen or testosterone.SOLUTION: A dosage foam is characterized in that estrogen or testosterone is associated with silica being a pharmaceutically acceptable carrier, coated on the carrier, absorbed, or adsorbed onto the carrier in which the estrogen or testosterone is dissolved in a pharmaceutically acceptable solvent such as ethanol in the final dosage form.
