To estimate the possibility of rainfall at the location of a mobile station device through the use of precipitable water and distribute the weather data to the mobile station device at timings approximately in real time.
A weather data distribution apparatus determines the Zenith Tropospheric Delay (ZTD) of a fixed statio point on the basis of phase data at a fixed station device and estimates ZTD at the location (a mobile station point) at which the mobile station device is located through the use of ZTD at three fixed station points or more in the vicinity of the mobile station device on the basis of the current location of the mobile station device. Precipitable water at the mobile station point is derived on the basis of estimated ZTD at the mobile station point and estimates or observed values of temperature and atmospheric pressure at the mobile station point. The possibility of rainfall at the mobile station point is estimated on the basis of the derived precipitable water and distributed to a mobile station device which has requested it.
