Abstract:
PROBLEM TO BE SOLVED: To control the amount of a neutralizing agent to be added by improving neutralization effects and to prevent the corrosion of a reactor by a method in which an organic compound having a halogen atom and/or a sulfur atom is treated with hot water, dehalogenated and/or desulfurized, neutralized, and subjected to supercritical hydroxylation decomposition.
SOLUTION: An organic compound having a halogen atom and/or a sulfur atom is supplied with a neutralizing agent and water which are supplied from a neutralizing agent supply line 2 and a water supply line 3 to a pressurized hot water treatment apparatus 4, in which the halogen atom a sulfur atom are eliminated. The neutralization product is pressurized by a pressure pump 5 and supplied with an oxidizing agent supplied from an oxidizing agent supply line 6 to a reactor 7, in which the neutralization product and the oxidizing agent are dissolved in supercritical water to form a homogeneous phase, and the neutralization product is oxidized/decomposed. A treated fluid discharged from a transfer line 8 is cooled by a cooler 11, after its pressure being reduced by a pressure reducing valve 12, and separated into carbon dioxide and water by a gas-liquid separator 13 to be discharged.
