To provide a method and an apparatus for manufacturing a hollow rack bar which can save a weight and a material.SOLUTION: A method for manufacturing a hollow rack bar 1 including a tooth part 6 which is formed of a hollow shaft material 2 and has a rack 3 on its outer surface, and a shaft part 7 which is formed to be thinner than the tooth part 6, includes: a preforming step of preforming each part of the shaft material 2 in thickness according to the parts by drawing processing using a die 21 and a plug 22; and a rack formation step of forming the rack 3 in tooth part formation parts 2a of the preformed shaft materials 2, wherein the plug 22 has a first processing part 31 and a second processing part 32 having a diameter larger than that of the first processing part 31 as processing parts for regulating inner diameters of the shaft materials 2, and the preforming step arranges the first processing part 31 of the plug 22 inside a processing part 30 of the die 21 when the tooth formation parts 2a of the shaft materials 2 pass through the die 21, and arranges the second processing part 32 of the plug 22 inside the processing part 30 of the die 21 when shaft part formation parts 2b of the shaft materials 2 pass through the die 21.SELECTED DRAWING: Figure 6
