PURPOSE: To efficiently remove printing ink and to dispense with preliminary selection of wastepaper by carrying out the first three process stages of soaking (wetting), coarse cleaning and soaking in this order while specifying their conditions.
CONSTITUTION: The wastepaper with heavy impurities is supplied to a rotary drum 2 using a conveyor belt 1 to subject to the soaking (humidifing) treatment in the presence of chemicals and then is fed to a vibration sorting machine 14. In the machine 14, coarse impurities are sorted and the coarse cleaning of dissolution treatment and printing ink eluting treatment is performed at a consistency of at least 13%. The fibrous base stock as the sorted useful component is supplied at the higher consistency to a stock dissolution device 21 through a chute 17 and a conveyor belt 20. In the device 21, the fibrous base stock is soaked by adding at least 40% of the process chemicals required for dissolving the wastepaper and eluting the printing ink.
