To enable surveying information and communication data to be processed through a single channel by performing synchronization on communication signals, calculating the renewal of timing and frequency and using the information for obtaining the surveying position of the terminal of a moving body.

A terrestrial station 4 transmits signals through forward links 8, 10 to the terminal 6 of a moving body, and the terminal 6 transmits signals through return links 12, 14 to the terrestrial station. A satelite 2 relays between both stations as 'bent pipe'. A coding technique such as code distribution multiple access as the communication system is used, and the terrestrial station 6 transmits data for correcting errors of timing and frequency to the terminal 6 to maintain a synchronized communication line. A line 26 in a distance range based on the reciprocating propagation time and a line 28 of Doppler solution line 28 based on the frequency deviation by the relative motion between the satelite 2 and the terminal 6 are calculated by the use of the data. Both lines have two points of intersection while the correct point of the two points can be obtained on the basis of the carrier frequency of beam.spot covering the terminal 6.
