An apparatus A for temporarily fixing reinforcing rods for a steel pipe is provided with a floating grooved roller 3 fixable to a shaft body 4a, a positioning device 4 for setting the grooved roller 3, a pressure device 6 for closely bringing the reinforcing rods 2 into contact with the inner surface of the steel pipe, a support device 7 for holding pressure force from the outer peripheral surface of the steel pipe and a stopper 10 for holding the grooved roller 3 at a definite position from the end of the steel pipe.
